Project Information
The Old Town Neighborhood Improvements Project is generally located east of IL Route 59 from Main Street south to Lake Renwick. The underground utility portion of the project consists of upgrading water main lines, replacing the existing outdated water services, rehabilitating existing sanitary sewer mains and services (Cured in Place Pipe/Trenchless Technology), sanitary sewer cleanouts for each property, and drainage improvements. Due to the size and scope of the project, planning, design engineering, and construction will take place in multiple phases and years. Planning first began in 2019 with construction beginning in 2021. Underground utility improvements on the water and storm sewer were completed in the north section in 2024. Roadway improvements are expected to be completed in the north section in 2025. Overall project completion in the south section is expected in 2027.
The Village received Illinois Environmental Protection Agency (IEPA) Water Pollution Control Loan Program funding to finance the sanitary sewer improvements and participated in the IEPA Public Water Supply Loan Program to finance the water system improvements. The Village also utilized grant funding from the Will County American Rescue Plan (ARPA) and Village allotted ARPA funding for water system improvements.
North Section (Lockport Street, Eastern Avenue, Center Street, Bartlett Avenue, Evans Street, & Amboy Street): Utility improvements are complete with work focused on water main replacement, water service replacement, and drainage improvements. Roadway improvements are underway and completion is expected in 2025. Improvements will focus on roadway reconstruction, sidewalk replacement, ADA pedestrian improvements, driveway apron replacement, the addition of decorative streetlights, drainage work, and parkway restoration.
South Section (Dillman Street, Hartong Street, Chicago Street, Ottawa Street, Lakeside Court, Corbin Street, Union Street, & Union Place): Design engineering for the utility improvements is expected to begin in 2025 with work focused on water main replacement, water service replacement, and drainage improvements.
Project Updates
- Old Town North Utility Improvements (Lockport Street, Eastern Avenue, Center Street, Bartlett Avenue, Evans Street, & Amboy Street) – All work is substantially complete.
- 7/10/24 – Old Town North Roadway Reconstruction – Crews began work in July 2024 on Eastern Avenue. Eastern and Lockport Street are scheduled to be substantially complete in 2024. Work on Center Street, Bartlett Avenue, Evans Street and Amboy Street is expected to start in the spring of 2025. Overall project completion is expected in the summer of 2025.

A third Public Information Meeting was held on October 6, 2021 at Boy Scout Park to discuss the overall improvements and review design alternatives for Lockport Street and Eastern Avenue. Written comments regarding the project will be accepted until October 15. The next step of the project will be a presentation to the Village Board with a summary of the comments and concerns from the public and the updated design alternatives. This project is anticipated to be discussed at a future Committee of the Whole Workshop this fall.
